OVERVIEW OF ROLE:

Central Support Services is responsible for a number of key service teams that supports the business; this includes Real Estate and Facilities Management, Executive Secretarial, Business Service Centre, Creative Services and Procurement.

The Technical Services Manager  is responsible for supporting the Real Estate (RE) & Facilities Management (FM) team in the provision and effective management of EY’s Technical services across its offices in UK and Ireland with potential to extend to Channel Islands and Isle of Man, however, these may change from time to time.

You will be expected to work a reasonable number of hours in excess of your contractual working week commensurate with your professional responsibilities to satisfy workload demands. 

MAIN JOB RESPONSIBILITIES:

This position's primary responsibility is ensuring that the Technical Services including mechanical, electrical, fabric and infrastructure supporting Ernst & Youngs buildings operate, safely, effectively and efficiently without risk to personell, EY assets or its business operations.

M&E and technical specification, statutory compliance, energy management, technical compliance and auditing and Technical support on REFM Projects as well as providing day to day technical guidance.
As a member of the management team, the position contributes to the development and implementation of organisational strategies, policies and practices. This position will also interact with key stakeholders in the business.

Responsibilities
·Technical expert for REFM Team responsible for building services and fabric.
·Develop, maintain and improve the Technical services operational systems and processes in support of Ernst & Youngs real estate.
·Support the BSM in developing an effective energy management strategy for the UKI offices, that includes monitoring and profiling of consumption and the introduction of energy saving programmes
·Reduce consumption of utilities, and related CO2 emissions and develop and manage a programme of work to deliver cost effective efficiency projects
·Develop and manage a programme of work to implement a Carbon Management Plan, as part of EYs overall Carbon Management strategy
·Support the BSM in managing the utility (gas and electricity) contracts on behalf of the REFM Team and work with Procurement as and when required to meet best needs of the business.
·Support the HSM in reviewing and ensure that Technical Services supplier contract agreements and commercial terms and conditions meet the needs of the business and satisfy customers expectations through auditing and collection of management information.
·Making sure that all building services meet health and safety requirements and environmental legislation.
·Negotiating contracts with service partners, particularly in consultancy work.
·Liaising with plumbers, electricians, surveyors, architectural technologists and other construction professionals.
·Giving presentations and writing reports, advising on the functional aspects of buildings and highlighting the practical implications of the buildings designs.
·Promoting energy efficiency and other sustainability issues.
·Managing service partners and other Technical Services teams and working closely with
them to get the work completed on time and to a high standard.
·Ensure supply chain partners support the agreed strategy, innovate, work to financial and qualitative standards, meet customer expectations and are continually improved.
·Support the HSM undertake long-term planning to maintain operational effectiveness of building services and fabric, based on asset condition surveys over the life cycle of the building and its assets.
·Support the Real Estate and FM team in development and delivery of any capital or revenue projects where ·Technical input is required, ensuring best value to meet the needs of the business.
·Support the HSM in developing an effective energy management regime for the UKI offices, that includes monitoring and profiling of consumption, and ultimately a reduction in carbon emissions and cost
·Support the HSM in managing the utility (gas and electricity) contracts on behalf of the REFM Team and work with Procurement as and when required to meet best needs of the business.
·Demonstrable experience in delivering Technical Services projects on time and to budget

Financial Management
·Support HSM and Finance regarding development of budgets
·Support the HSM in managing the Technical Services budget ensuring that related spending in the UK is within agreed budget and forecast
·Manage the accounts payable process for areas under their control; utilities, maintenance and any related project spend
·Support Finance requests when completing returns for Firms insurance policies.

Organisational Effectiveness
·Ensure effective metrics are in place to enable accurate analysis and reporting on Technical Services operations thus enabling a proactive continuous improvement programme.
·Drive initiatives that contribute to long-term operational excellence.

Organisational Leadership
·Contribute to short and long-term planning and strategy as a member of the management team

Relationship Management
·Develop & maintain strong business relationships both internally and externally with the ultimate aims of ensuring business alignment and extracting maximum value for the benefit of all stakeholders and ultimately the firm.
·Participate in regional and global initiatives and develop a network of contacts (both internally and externally) to ensure best practice and market initiatives associated with real estate and FM operations are continuously brought to the attention of  HSM and UK Senior Facilities Manager

Quality, Environment, Safety and Health (QUENSH)
·Demonstrate and deliver compliance to all applicable statutory standards relating to Technical Services
·Ensure that Technical Services take account of best practice in environment and sustainability issues, and comply with legislative requirements applicable to the service.
·Ensure compliance with relevant legislation and safe systems of work for all areas under line management responsibility extending to both project and day to day activity
·Undertake technical maintenance and compliance audits

Business Continuity Planning
·Support the HSM in managing the UKI Business Continuity Plan.
·Support as required in the planning, updating, implementation and recovery phase of the RE & FM element of the firm's Business Continuity Plan; this may include liaising with all FM contractors and sub contractors involved in the provision of the services to EY across the firm’s Sub Area property portfolio.

GENERAL RESPONSIBILITIES:

·Fully support the implementation and ongoing requirements of REFM ISO standards.
·Ensure all areas of REFM are compliant with its policies and procedures, and where
appropriate, actively contribute to REFM's continuous improvement programme
.Chair (or participate) in team, supplier and client meetings as appropriate
·Ensure best practice and external knowledge is maintained and shared with key stakeholders and direct reports
·Support HSM in ensuring that all Real Estate and FM operations support the Firms Corporate Social
·Responsibility policy including; Environmental monitoring, management of utilities, elimination/reduction/recycling initiatives and reporting
 
 
  
Degree accredited by the Chartered Institute of Building Services Engineering (CIBSE) and/or the Engineering Council UK (ECUK).
·         Key skills for building services engineers
o    Excellent problem-solving skills and analytical thinking.
o    An eye for detail and good design.
o    Excellent numarcy and a good level of scientific understanding.
o    Strong communication skills, particularly oral/interpersonal skills.
o    Excellent people and time management skills.
o    The ability to work well both as part of a team, and on your own initiative.
o    Strong technical drawing skills.
o    Good IT skills and a familiarity with industry-specific software and modelling programmes
·         Industry experience delivering Technical services for a large partnership or financial institution of comparable size and complexity and within a regional and/or global environment. 
·         Good track record in all areas of Technical Services Delivery including for example, preventative maintenance programmes, condition surveys, life cycle planning, QUENSH,
·         Managing programmes to time, budget and quality.
·         Experience in energy management processes, and ideally ISO50001
·         Professional Membership:  CIBSE
·         Budget Planning & Management: Experience desirable for preparing, reforecasting and reporting performance against capital and operating expense budgets.
Statutory Compliance:  Good understanding of statutory compliance (eg, Health & Safety) and current legislation.  NEBOSH Certificate or equivalent
